Background:
The NHS Data Model and Dictionary Service are currently working with the Department of Health and Information Centre for Health and Social Care to develop a number of Data Sets.
During the business analysis stage, it has been identified that these Data Sets cover a number of common areas which are either not currently in the NHS Data Model and Dictionary or amendments are required to make the current information suitable for use in these Data Sets.
This Data Set Change Notice adds the common data items and associated data modelling changes for "Education" into the NHS Data Model and Dictionary in preparation for these Data Sets. The changes are detailed in the "Summary of changes" below.
The primary purpose is to introduce a new Education Class and supporting NHS Business Definitions into the NHS Data Model and Dictionary to support the new data sets currently under development. This will enable the new data sets to use the generic data items and codes for reporting education levels and special education type needs.
These changes do not need to be implemented in end-user systems until the Data Set Change Notices for the specific data sets come into effect. Other specific items will be added to the Data Sets during development.

An Individual Education Plan is a type of plan for a PERSON with regard to their EDUCATION, particularly in relation to any health conditions which may affect it.
It builds on the curriculum that a child with Learning Difficulties or disabilities is following and is designed to set out the strategies being used to meet each child's identified needs.

A Learning Difficulty is a type of Special Education Needs, which affects areas of learning, such as reading, writing, spelling, mathematics etc.
There are several levels of Learning Difficulties, such as:
- Moderate Learning Difficulty (MLD) - achievements well below expected levels in all or most areas of the curriculum, despite appropriate interventions
- Profound and Multiple Learning Difficulty (PMLD) - multiple Learning Difficulties have severe and complex learning needs, in addition they have other significant difficulties, such as physical disabilities or a sensory impairment.

Note: a Learning Disability usually has a significant impact on a PERSON's life. A PERSON with a Learning Disability finds it harder than others to learn, understand and communicate.

Special Education Needs refers to children who have Learning Difficulties or disabilities that make it harder for them to learn or access EDUCATION than most children of the same age.
Examples of Special Education Needs include:
- schoolwork
- reading, writing, number work or understanding information
- expressing themselves or understanding what others are saying
- making friends or relating to adults
- behaving properly in school
- organising themselves
- some kind of sensory or physical needs which may affect them in school.
