A META ACTIVITY that moves another META ACTIVITY to another stage in its lifecycle.

META ACTIVITY state changes are considered to take place instantaneously (although changing a META ACTIVITY's state may be under consideration or proposed for any period of time).

Not all types of META ACTIVITY can assume all states. The full state history for a META ACTIVITY is usually only recorded for workflow management/resource allocation purposes.
